KOTA KINABALU: Tourism, Culture and Environment Minister Datuk Jafry Ariffin welcomed Japan’s decision to lower its travel advisory level for parts of Eastern Sabah.
He described the move as recognition of the state’s improved security situation.
He said the revision reflected continuous improvements in security and the collective efforts of enforcement agencies to strengthen monitoring, enhance enforcement and ensure visitor safety.
“The downgrade is based on real and measurable improvements on the ground, including zero kidnapping-for-ransom incidents since 2020, stronger coordination among enforcement agencies, and a security environment that continues to improve year after year,” he said in a statement.
Under the revised advisory, Japan’s Foreign Ministry downgraded its travel advisory for islands off Eastern Sabah, excluding Banggi Island, Balambangan Island and several others, from Level 3, which advises against all travel, to Level 2, which advises against non-essential travel.
The advisory for coastal areas from Kudat to Tawau, including Banggi Island, Balambangan Island and surrounding areas, was also lowered from Level 2, which advises against non-essential travel, to Level 1, under which travellers are advised to exercise caution.
Jafry said the decision demonstrated international confidence in Sabah’s security environment and acknowledged the state’s efforts to safeguard visitors.
He expressed appreciation to Japan and other international partners for updating travel advisories based on current conditions on the ground.
“Sabah remains one of the most beautiful, diverse and increasingly secure destinations in the region,” he said.
Jafry said the positive development should also prompt airline partners to review and improve flight connectivity to Sabah.
He said additional flight frequencies and new routes would be important to accommodate an expected increase in tourist arrivals, improve accessibility and support growth in the tourism sector.
Meanwhile, he said preparations for Visit Sabah Year 2027 were being intensified to showcase the state’s natural attractions, cultural heritage and hospitality to the international market.
Jafry said the State Government would continue to strengthen security measures, protect its people and safeguard the tourism industry.
“We look forward to welcoming more visitors from Japan and around the world to experience the uniqueness, warmth and beauty that Sabah has to offer,” he said.

Jafry said the decision demonstrated international confidence in Sabah’s security environment and acknowledged the state’s efforts to safeguard visitors.
