KOTA KINABALU: The Sabah Lands and Surveys Department (JTU) has successfully implemented 11 out of 12 key performance indicators (KPIs) or 92 per cent rate under the Sabah Maju Jaya (SMJ) Development Plan for 2024.
Chief Minister Datuk Seri Hajiji Noor said the achievement reflects the strong commitment of JTU personnel in delivering the best services to the people and the state.
“This accomplishment is the result of hard work, dedication, and a culture of excellence within the department.
“For example, land revenue collection, which was targeted at RM281 million in 2024, exceeded expectations with a collection of RM290.87 million, or 104 percent.
“In addition, 55,670 land applications were processed compared to the target of 45,000 applications, while the survey of native customary rights (NCR) land reached 17,701.50 hectares, surpassing the target of 15,000 hectares,” he said when officiating the JTU 2024 Excellent Service Award (APC) Appreciation Ceremony at the Sabah International Convention Centre (SICC) here yesterday.
Hajiji also highlighted JTU’s success in gazetting 82 village reserve sites compared to the target of 80, as well as the development of three new online systems the temporary occupation license (TOL) extension system, the land enforcement system, and the 3D building application as proof of the department’s progressive approach in keeping up with current needs.
He further emphasized the importance of the Sabah Native Customary Rights Land Survey Programme (Pantas), which remains a key State Government agenda to ensure indigenous land ownership rights.
“Since its implementation in 2011, the Federal Government through the Implementation Coordination Unit (ICU) of the Prime Minister’s Department has channelled RM251.34 million for this programme. As of June 2025, 488,705 acres involving 70,436 lots of customary land have been successfully surveyed.
“Pantas has made a significant impact as it helps Sabah’s indigenous people secure ownership of their own land.
“This effort is further strengthened through the launch of Pantas, which will serve as a symbol of the department’s dedication as well as a source of knowledge and inspiration for future generations,” he said.
Hajiji also extended his appreciation to all recipients of the APC 2024 award, reminding them to regard the recognition as motivation to continue enhancing the quality of public service.
