KOTA KINABALU: Chief Minister Datuk Seri Hajiji Noor said that integrity, professionalism, and administrative efficiency at the district level are key to ensuring that State Government policies truly bring positive impact to the people.
He said district officers are grassroots leaders who serve as the main link between the government and the people.
Therefore, they must be proactive, transparent, and close to the community so that every development project is implemented effectively.
“I want district officers not only to safeguard their trust but also to ensure that every development project reaches the people with full integrity and transparency.
“Make things easier for the people and cut out bureaucratic red tape that could hinder development,” he said, when officiating the 28th Sabah District Officers Conference at a resort.
Hajiji said district administration now faces greater challenges due to rising public demands and global socio-economic changes driven by technology.
“District officers must listen to the people’s grievances and ensure that government policies are not only delivered to the target groups but also have a direct impact on their lives,” he said.
He also reminded that integrity and professionalism are the foundation of district administration, therefore every decision and action must be guided by principles of justice, transparency, and accountability.
Hajiji said Sabah is now on a solid footing through the implementation of the SMJ Development Plan 1.0, including success in reducing rural poverty.
He said one of the main initiatives is the construction of SMJ Affordable Homes, with 7,482 units approved between 2022 and 2025, of which 4,540 units have been completed as of last August.
He said the State Government has also raised the allowance of Village Development and Security Committee (JKKK) chairpersons from RM500 to RM800, while the allowance for JKKK secretaries was increased from RM300 to RM400, in recognition of their role in coordinating development and community well-being at the village level.
He added that so far, three sub-districts — Paitan, Membakut, and Sook, have been upgraded to full district status.
He also denied opposition claims that the State Government has failed to bring development as such accusations are mere political propaganda aimed at denying the government’s achievements.
“That is not true. I want district officers and assistant district officers to explain every government initiative to the people so they will not be swayed by baseless allegations,” he said.
He also reminded district officers to always be prepared for unpredictable weather conditions, including ensuring that rescue assets and equipment are in good condition.
Hajiji also expressed hope that the conference will produce practical resolutions for implementation in line with the theme “Progressive District, Prosperous People,” thereby realising the aspirations of SMJ.
